The French Commission, authoritatively reviewing the recent course of the tvar, declares that the Germans have reached their supreme military effort. For the first time since the beginning of the war a clear decrease in the total strength of the German forces is recorded, Germany has been forced to call pait of the 1919 class up and break newly formed regiments to reinforce fighting units. 'Despite the Russian upheaval, the (ontinuity and intensity of the AngloFrench offensive has prevented Germany getting the benefit of her valuable reserves.

Germany retains great powers of resistance which it will all the strength of the Allied forces to break, but her resources are diminishing at the very moment when the military situation requires an increase. The AngloFrench armies have reached their full strength, and are capable, with the help of the United States, nf maintaining enormous strength until the end of the war. This will prove of a decisive character in the 1918 operations.
