After the Democratic conference had passed a resolution in favor of the formation of a coalition Government, amendments were carried excluding from participation therein, the bourgeois elements connected with the Ivorniioff move, ment; also the Cadets. The coalition resolutions were subsequently rescinded by 81.3 to 180.'

WHOLESALE ARRESTS OF GERMAN AGENTS. Petrograd, Oct. 3. Wholesale arrests of German agents continue. Many are. disguised as commercial travellers.
