Received Sept. 30, 5.5 p.m. Copenhagen, Sept. 29. • The Alton Tid Ningen states that the plan was to start a revolution in Finland synchronising with the German offensive in Riga, but it failed, as the leaders in Finland were unable ( to establish the necessary organisation. Also, there was some reaction against the German intrigues, the, Finns realising that separation from Russia would make Finland dependent on Germany, which would be no real gain. TROUBLE WITH SOVIET. Petrograd Sept. 28. The KiefF Soviet refnseß to hand over Generals Denekin. Markoff, and Elsiner to the general commission inquiry. The Soviet demands a direct military courtmartial. KALEDIN's'ioWER. Copenhagen, Sept. 28. General Kaledin has been elected Superior Alaman of Ukraine and becomes actually master of southern Russian between the Dniester and the Don. He possesses an army in fighting trim and thus becomes a dangerous adversary of M. Kerensky.
A DEMOCRATIC CONFERENCE. Petrograd, Sept. ( 28. The All Russian Democratic Conference has opened, 1200 delegates and all the-provisional Ministers befing present. M. Tcheidze, in his inaugural speech, said the reason for conference was the grave condition of the country.
M. Avksenhiff said the time had come for the democracy to collect its forces and prevent an irreparable catastrophe. He reported that Lenin had arTived at Petrograd, and orders had been issued for his arrest, but he must not be arrested if he appears at the conference M. Terestc'i'enko resigned in consequence of revolutionary attacks. Thus the Cabinet is now exclusively Socialist
