THE SUBMARINE CAMPAIGN. The news in to-day's cable messages concerning the effect of the submarine campaign on British and allied shipping is certainly of a grave nature, though it gives no cause for alarm. The recent returns of losses show that the Germans have apparently turned their attention to sinking the slower and smaller vessels, probably owing to the larger being well armed, and therefore in a position to take toll of the pirates.
