USELESS TO SEND MUNITION'S TO RUSSIA. Received Sept. 27, 7.30 p.m. _ Paris, Sept. 26. During the debate in the Chamber of Deputies on the war vote, a deputy stated that the Budget Commission felt bound to refuse to pass considerable sums for tht despatch of munitions to Kussia, because the munitions either did not reach their destination or were not used when they were delivered.
