FAILURE OF COAL CONFERENCE/* Auatralian-N.Z. Cable Association. Received Sept. 2(5, 10.40 p.m. Sydney, Sept. 20. Contrary to expectations, the coal conference failed to agree. Tho Miners' Federation rejected the Government's proposals, maintaining that a certain ciause provided for the victimisation of the members. Negotiations have fc:en suspended. Notwithstanding this, the Government intends to open all the mines for general resumption nast Wednesday, so as to give the miners an opportunity to obviate the necessity of a further introduction of new labor.
