CHAMBER FAVORS RUPTURE. Buenos Ayres, Sept. 25. The Chamber of Deputies voted for a breach of relations with Germany by 63 votes to IS. WAR PLANS COMPLETED. Buenos Ayres, Sept. 25. The mobilisation is ostensibly due to the strike, but a high official admitted that the Government had other necessities in their eye. The German Notes have not convinced legislators and the public. War plans arc completed, and the commanders appointed. The Argentine will actively participate in the war if forced"to do so. Two divisions will be sent to Europe. Everything is ready, except the artillery, which the Allies will supply. The strike is practically complete, and German influence is accentuated. GERMANS FOSTER THE STRIKE. Washington, Sept. 25. The United IPress correspondent at Buenos Ayres reports that the strikers number 120,000. The railways are tied up, threatening scores of cities with famine, and the country is paralysed. It is believed that German money is being used to assist in financing the strike. Telegraph lines have been cut and the direct cable to the United States is not working. CABLES AMD TELEGRAPHS CUT. Buenos Ayres, Sept. 25. The strikers have cut all the telegraph and cable lines except that to England.
