Tlie High Commissioner reports under date London, Sept. 21 (12.10 p,m.):— Sir Douglas Ilaig reports: More detailed accounts of yesterday's battle con.- ■ firm tl'.e completeness of our success. '. During the evening local attacks in , the neighborhood of "Tower Hamlets" < north-eastward of Langemarck cleared ( up a number of strong points and completed the capture .of our objectives, where we are now established. In many counter-attacks delivered by considerable forces of the enemy during tlie afternoon and ovßnin<»>»i casualties were unusually great. The clear light during the fitter part of the day enabled us to obtain warning of im> ! pending attacks, and in every case the advancing German infantry were de-, stroyed by concentrated rifle, machine gun and artillery fire. The obstinacy with which the enemy '. constantly repeated the attacks only added losses without recovering any ' valuable ground. Being exhausted by his previous efforts the enemy did not'counter-attack during the night, and we were able to consolidate undisturbed. i During the night small hostile attacks ' were driven olf westward of Havrincourt and westward of Lens. UNITED STATES. BERNSTORFPS PERNICIOUS ACTIVITY. SOME STARTLING DISCLOSURES. Washington, Sept. 21. Tlie State Department announces that Count Bcrnstorli sent the following message to Berlin on January 22, 1917: "I request authority to' pay up to 60,000 dollars, in order,-as A n former occasions, to influence Cong:-r-<i through the organisation you know of, which can, perhaps, prevent war. I am beginning in the meantime to act accordingly, "hi the above circumstances a public official German declaration in favor of Ireland is highly desirable in order to gain the support of the Irish influences here." The report of the Government Investigation Committee shows that the date of sailing of the first .American troops was communicated by a New York firm to Spain, and thence wirelessed to Germany. The report adds that there is no doubt that many German spies are sprinkled throughout the United States army, and advocates a, stricter censorship. Congress expects to begin tlie investigation as to whether members accepted money from Count Bernstorff, ex German .Ambassador. Tlie subject has produced an enormous sensation, strengthening the patriotic majority in Congress against the small and querulous minority, who are demanding lengthy debates on. all war measures. Thi 3 incident, with others" of a similar c'x: cter, is regarded as most significant," The American Secret Service Corps possesses the German diplomatic codes, and the Kaiser is no longer able to secretly communicate with his diplomats abroad.
