AN IMPUDENT GERMAN v (PROPOSAL.
(Received Sept. 20, 1.50 a.m. Christiania, Sept. 19. There is much comment in Norway over German financiers endeavoring to persuade Norwegian shipowners to charter vessels from Germany after the war in return for German export concessions. These efforts are noteworthy in view of 'Germany's continued embargo on exports which are essential to Norwegian industry, also in view of the una/bated sub•marinings.
