KORNILOFF'S PROCLAMATION. A STIRRING appeal. GOVERNMENT CHARGED WITH failure. Received Sept. 16, 6.5 p.m. Petrograd, 'Sept. 15. General Korniloff's proclamation to the Russian people, after the Provisional Government demanded his resignation, says: "As a soldier my duty to the citizens is to sacrifico my liberty and devoted love for my country at this menacing moment of national existence. It has led me to disobey the Provisional Government's orders to resign iny command. and I am supported in this decision by commanders on all the fronts. I would rather die than be removed from my command and chiefship when the approaches to both capitals are almost open to the enemy's victorious advance. The Provisional Government is provoking a counter-revolution by its incapacity to govern, its unreadiness tor decisive action, and its feebleness in exerting authority. The enemy, bv means of bribery and treachery, is acting on our country as though he was at home. Awake, men of Russia, from your folly and infatuation in the desire to prevent the shedding of Russian blood in civil warfare. Forgetting all mv hurts and insults, I appeal to the Provisional Government to come to my headquarters and draw up with mo a government of national defence, which will guarantee victory."
KORNILOFF ARRESTED. KALEIDOSCOPIC CHANGES. Received Sept. lfl. 5.5 p.m. Ps+rograd, Sept, J5. General Korniloff and his priiS?ipal lieutenants have been arrested. , Ministers and generals an; rising and falling with kaleidoscopic effect. The latest appointments are: General Teploveht, commandant ol Peirograd, General Poltscbinsky, Governor-General of ; ?<-tiograd, superseding General Savin - koff.
| ARREST OF REBEL OFFICERS. ! SEVEN LYNCHED. Received Sept. IC, 5.5 p.m. ' Copenhagen, Sept. 15. Generals Cra'wvoski and Stsvanov, with five high officers, were arrested at Viborg for joining KornilofTs movement, and taken to the Town Hall to receive sentence by the Workmen's and Soldiers' Council. A mob of thousands of soldiers, stormed the Town Hall and lynched the seven.
CABINET CHANGES. A GREAT IMPROVEMENT, i Received Sept. 16, 5.5 p.m. ■Petrograd, Sept. 15. Seven Ministers, including MM. Terestchenko and Tseliernoff, have resigned, the Cabinet; changes showing great improvement, particularly by the resignation of M. TschernofT, whose agrarian proposals mado a coalition government impossible. M. Avksentiff, president of the Peasants' Council, succeeds M. TschernofT.
WORKMEN'S MILITIA.
A FORCE OF 50,000. Received Sept. 18, 5.5 p.m, Petrograd, Sept. 15. The authorities have organised a inilitia of 50,000 workmen, well armed, and placed the force at the disposal of the Soviet.
REPORTED SUICIDE. OF KORNILOFF'S COMMANDERS. j New York, Sept. 14. i Advices from Russia state that KruimofF, commander of Ivorniloff's troops, shot himself, but not fatally. General Grimoff, commander of KornilofT's rebellious troops, committed suicide after a conference with M. Kcrensky. 'A REPULSE AND AN ADVANCE.
