OPPOSITION TO GOVERNMENT. Petr<;grad, Sept 12. M. Kerensky has issued a stutemd:it that the internal situation is mora serious than anticipated, but the Government unanimously favors decisive measures. REPORTED TO BE COLLAPSING. Petrograd, Sept. 12. M. Kerensky has issued a statement that General Korniloll's movement is lapidly collapsing. Some commanders of Korniloff's columns have arrived, demanding authorisation to arrest the leaders. Komilofl"s advanced troops have reached Caiehina, less than twenty miles from the capital. London, Sept 12. The Daily Telegraph states that General KornUoff has a clearly defined policy, including the elevation to the throne of the head of the Uolgorouk family, which is more ancient than the Romanoffs. The widespread knowledge that there is almost certain to be a famine next year is paying the way for a dictatorship. Food control is now invested in provisioning committees which are largely composed of ignorant peasantry who are utterly incapable of judging the needs of the country, and acting energetically and unselfishly.
