A LAME EXPLANATION. Copenhagen, Sept. 11. An official Swcdreh statement says that messages by consent were frequently transmitted between American neutrals and Germany. Sweden transmitted the cipher m&ssages for the Argentine mentioned by Mr. Lansing. The Government has explained to Germany that if she misuses her privileges Sweden will prevent a repetition of the offence. If Britain and America desire a cessation of the messages Sweden will accede. i AN ARGENTINE PROTEST. Beunos Ayres, Sept. 11. A popular partiotic committee is organising a meeting: of protest against the attitude of the Swedish and German Ministers. Thrf latter is in the interior and his whereacouts are unknown.
