A LAME EXPLANATION. Copenhagen, Sept. 11. An official Swcdreh statement says that messages by consent were frequently transmitted between American neutrals and Germany. Sweden transmitted the cipher m&ssages for the Argentine mentioned by Mr. Lansing. The Government has explained to Germany that if she misuses her privileges Sweden will prevent a repetition of the offence. If Britain and America desire a cessation of the messages Sweden will accede. i AN ARGENTINE PROTEST. Beunos Ayres, Sept. 11. A popular partiotic committee is organising a meeting: of protest against the attitude of the Swedish and German Ministers. Thrf latter is in the interior and his whereacouts are unknown. His statement that the Argentine Government promised not to permit steamers t<> go beyond Las Palmas is officially denied. The Government accepted no German proposal on the subject of the i navigation of Argentina ships.
GERMAN SPY SYSTEM. New York, Sept. 11. The Buenos. Aires correspondent of the New York World says that the city for months ha? been the centre of a vast German spy system. EMBARGO TO BE TIGIfTENED.
