! POSTPONING BOXER INDEMNITY. , CONCESSIONS TO CHINA. , Received Sept. 11, 9.15 p.m. London, Sept. 11. The Morning Post's Shanghai correspondent states that tlio Entente Ministers have agreed to China's request that the' customs duty be made effective at five per cent., and to postpone the payment of the Boxer mderimity foi five years. Russia, however, is only postponing one-third of her indemnity. The Powers also agree to Chinese troops being stationed at places forbidden in the Boxer protocol. GERMANS ON BLACK LIST. 'Peking, Sept. 10. The authorities have put on the black list many German residents for attempting and instigating crimes during the jj;>ast few months.
