The inter-Allied Trades Union Conference opened in London. The management committee's statement said that the formula of no indemnities or annexstiona needed explanation before being seriously discussable. It ignores the point of view of the British self-govern-ing colonies and dominions, and its adoption would antagonise the dominions. All Germany's friends were aware of that, and if Britain and the Dominions were involved in a conflict on this matter it would be a German diplomatic triumph.
