BOROUGH COUNCIL.
WORKS COMMITTEE. A meeting of the works committee of the New Plymouth Borough Council was held last night. Present: The Mayor (Mr. C. TL Burgess), Crs. J. Clarke, P. J. Hill, W. F. Short, E. Griffiths, W. A. Collis. .T. W. Ilayden, G. W. Browne and R. J. Deare. DAY OF iPRAYER.
The Hon. G. W. Russell (Minister of Internal Affairs) intimated that in accordance witli request* received, the Government had decided that Sunday, October 7, be observed as a day of national prayer in connection with the war, and suggested the advisablcness of a united service being held in addition to the sep. arate church services. Cr. Collis moved that a copy of the letter be sent to the Ministers' Association. asking them if tlinv will undertake arrangements for a united service.—Carried. TRAM CONCESSION TICKETS. A deputation representing the Taranaki Workers' Council, consisting of Messrs W. H. Fitzpatrick, S. G. Smith, and F. J. Lyons, waited on the council to ask that workers' concession tickets be issued, available for use before S a.m. and after 5 p.m. Air. Fitzpatrick presented a petition on behalf of over 200 bona fide Workers in favor of the request, stating that they presumed New Plymouth should, m this respect, be on the same up-to-date footing as other centres. Mr. Smith said it was not expected, of course, that New Plymouth could grant the same concessions as the larger centres, but they thought they might reasonably ask for the same scale of charges as in Wanganui. The hours fixed in that town, however, were not suitable here, and therefore what the workers asked was the Auckland hours with the Wanganui charges. No doubt the council's tramways engineer had all the facts and figures at his disposal, and would bo able to place full information before the council as to the concessions granted in other places. The Mayor informed the deputation that the matter would be referred to a committee, and would receive full consideration.
STREETS SUB-COMMITTEE'S REPORTS. The streets sub-committee, consisting of the Mayor (chairman), Crs. Clarke, Ilayden and Hill, recommended as follows: 1. That after completion of ths work agreed to be done for Mrs Ramson, no further loan work be done on Mangorei road between Rimu street and Devon road, and any unexpended balance of the amount allocated for Mangorei road be appropriated in payment of the cost of work authorised in this road between Rimu street and the borough boundary. 2. That no more cutting down than is absolutely necessary be done in Nob's Line, and that the borough engineer submit a fresh estimate for the work under the amended scheme. 3. That the following amounts available in the £42,000 loan be not spent, but that the amounts in question be used for more necessary work: Barrlbal street £8 15s fld. Beach street £25, Brougham street £SO, Hamblvn street £2O. Newton street £2O 7s 3d, Punl street £3O, Ropilni street £25; total £ 185 3s. 4. That the plan for work in Henui street be amended, deleting all filling at South end of the street, providing for as little cutting as possible at the north cud, and providing for a foot- • path four feet wide from Devon street to the church, the engineer to submit revised estimates. 5. That the plan for work in Cutfield road be amended to provide for grading towards Barrett street instead of towards the cutting and top of the hill, and that in the meantime the borough engineer submit a revised estimate. 0. That Cutfield road between Wallace Place and Tukapo road, be metalled, the borough engineer in the meantime to submit estimate. 7. That Wallace Place, between Cutfield road and Belt road, be metalled, etc., in accordance with the borough engineer's estimate ( £l2O lis 0d). the cost fo be charged to the £42.000 loan. S. That no work be carried out in Vivian street between Cutfield road and Morlev street, and that the amount available in the £42,000 loan ( £247 18s) be allocated for metalling, etc., in other parts of the same street, !)' That Young street, between Morlev street and Cutfield road, be reformed and metalled in accordance with ihe borough engineer's estimate (£l4l lis ldl. cost to be charged to the £42.000 loan. 10. That the expenditure at Paynter's lane having greatly exceeded the amount allocated for this street, no , further work be done thert out of the £42.000 or £3OOO loans. 11. That the following works in the £42,000 loan schedule be authorised in accordance with the engineer's amended estimates: Nobs lane £l5O 0s lid, Henui street £75 19s Sd, Cutfield road £033 ISs 2d. 12. That the paths on both sides of ('mij'tenay street from Liatdet 3treet to Vufiie street be kerbed and channelled, the cost to be charged to the, £4-2 pfW) Ipafl,
13. That, the cost of forming and metalling Cutfield road from Wallace place to Tukapo road, £29 4s, be charged to the £4'2,000 loan. The report was adopted, and it wa3 resolved to extend the powers of the committee to enable them to submit recommendations in regard to kerbing and channelling, forming footpaths, and the question of haulage. GENERAL.
The A.M.P. Society asked that the footpath in front of their new building at the corner of Devon street and Egont street be put in order, and the flagstones continued from Devon street round the corner and along the length of the building in Esmont street.—The borough engineer submitted alternative estimates of cost of footpath in flags (£32 10s) and tarred macadam (£l4 15s). stating that concrete flags would be more in keeping with the class of buildinsr.—On the motion of Cr. Griffith, it was decided to lay down the footpath in flags. The borough solicitor and the town clerk were appointed to represent the council at the conference of the Board of Trade in New Plymouth with regard to meat prices. The matter of erecting a street light at the Bank of Australasia corner in Devon street was referred to the borough and tramways engineers to report at next meeting. G. E. Blanehard wrote with reference to tiie old contract of Messrs Russell and Son for work on the South road, and in reply to a letter received from the coun; cil stating that the contract had been terminated at a conference by mutual consent. He was very much afraid, he wrote, that someone was trying to pull wool over his eyes, or the council's. No conference had over been held, with the exception of some wild talk, when everybody was speaking at once. If, however, any paper could be shown bearing his signature he would abide by it. He had been advised that the council had no power to cancel the contract without the unanimous consent of all the ratepayer* jn the St. Aubyn area. In his opinion the sooner the contract was proceeded with and completed, the better for all ■ concerned. —No action was taken. The engineer was authorised to effect repairs to the footpath in front of th» People's Picture Theatre. It was decided that the subsidy to the Seaside Committee be paid quarterly, and that the subsidy to the Technical School committee be paid at once. On the motion of Cr. Short, it was resolved that in future the road from Gonrtenay street towards Vogeltown should be known as Carrington road, and the branch road from Gilbert street as Victoria road.
