It is proljablo that those notables of the old regime who have been arrested in connection with the counter-revolu-tion plot and are now in the fortress of St. Peter-Paul, will be deported, including General Gourko and Madame Verubova, a lady-in-waiting to the, exTsarina and a friend of Rasputin 1 , besides several ex-Ministers and two Grand Dukes; but a feeling exists that much more arbitrary steps than the Government has been able'to take will be essential before real progress is made towards more stable conditions. Received Sept. 9, 5.5 p.m. Petrograd, Sept. 8. ■ The object of the conspiracy was the i arrest of the Provisional Government in ! order to place the Grand Duke Michael on the throne. It was not intended to liberate the ex-Czar. Ilelsingfors reports that Russia is abolishing the governor-generalship of Finland, and that a Russian committee will hereafter be in charge of Finnish affairs. REMOVAL OF INTERNAL DANGER. SOLDIERS -URGED TO REDOUBLE EFFORTS. DEATH PENALTY MEASURES. Received Sept. 9, 5.5: p.m. Londoa, Sept. ft. A wireless Russian scmi-oHicial message states: The central committee of the Council of Workmen's and Soldiers' Delegates passed a resolution asserting that the removal of the internal dancer was a vital question for every country and every democracy, and urging the soldiers to re-double their efforts in order to increase the army's combative activity, secure the regeneration of economic life, and the reorganisation of national life. The committee appealed to all Russian democratic forces to support the Provisional Government. A special commission has drafted the measures in connection with the Provisional Government's decision to introduce the death penalty for the t i olio wing offences: High treason, espionage, disobedience to military orders, desertion, and i surrender without defence. Received Sept. !), 11.50 p.m. Stockholm, Sept. 9. Part of the German Tiigh Seas Fleet has reinforced the Baltic fleet, n.nd is sailing northwards. , SAVING THE COUNTRY. SOCIALISTS SUDDENLY GROW WISE. Petrograd, Sept. 7. I The Government is placing the military district of Petroarad entirely in General Korniloff's hands, and has appointed a special administrative committee, invested with full powers to deal ■with all urgent matters and be superior to all the civil authorities. The committee will devote attention to the establishment cf order and the suppression of any counter-revolutionary agitation. The Socialist newspapers arc now urging the whole nation to maintain the defence of the country. The workers' J organ.? strenuously appeal to their sup- ! porters to ra'ly their hardest and loyally submit ,to orders to save the country I and safeguard the revolution. RUSSIAN FLEET READY. WAITING TO ENGAGE THE ENEMY. London/ Sept. 7. A wireless Russian official message states: " the direction of Riga, near Zegeveld, encounters took place between our rearguard and the enemy cavalry. Zeppelins bombed near Hainash ruthlessly. Submarines shelled points on the Riga coast #nd attacked a transport unsuccessfully. Our gunboats and torpi. do-boats remained at the niouth of the Dvina to the last moment and convoyed the steamers to the floating defences from Riga only. Enemy submarines appeared in the Gulf of Riga, where our ships remain ready to engage the enemy. THE RIGA RETIREMENT. THE GERMAN AIM. " ■ Paris, Sept. 7. M. Marcel Hutin, in the Echo de Paris, says the Rus.-ian retirement is more accentuated casinord of Riga than towards Friedrichstadt. The Germans are endeavoring to cut oil' communications in Esthonia and become masters of the whole Baltic coastline. New York, Sept. 1. A Petrograd dispatch states that refugees from Riga have arrived, including the last trainload which dashed through before thq Germans cut the railway. Hundreds of Russian civilians were captured.
