"I am in receipt of your letter convey in copies .o£a<;soltjtjoi{s (2) passed by tl KNa|,ionaMseeo)id lEftvision Leagues at i ' 'meeting field on 23rd ulto., and in rep! , have to inform you, in.respect of the I first resolution, that the officers will consist of a proportion of Territorial officers, who are themselves in the Second Division and of mature age and experience, as is the regulation at the present time. No officers of the Territorial force who have had less than IS months' service, and under 23 yean ol age, will be appointed as officers for the Second Division drafts. Respecting the second resolution, in June last the general officer commanding the New Zealand Expeditionary Force was given authority to return from the front 20 officers per month, who had been tried actually in the firing line, to-assist in the train'ing of reinforcement drafts in New Zealand, and to command units proceeding on activo service. These officers are now becoming available regularly, and as the establishment of infantry officers per reiifforcement draft is 31, there would appear to be no necessity to establish a special officer training class at once for .the training of the Second Division officers. In addition to 20 returned officers per month, a certain number of commissions are granted to returned noncommissioned officers and men, on the approval of the general officer commanding the New Zealand Expeditionary Force, which number will be further augmented by the appointment to commissions of non-commissioned officers of the Second Division, prior to their departure I roin New Zealand." )•
