CONTROL OF ALL EXPORTS. DOMESTIC NEEDS MUST FIRST BE MET. Received Aug. 29, 1.30 a.m. Washington, Aug. 28. President Wilson has issued a pro. ' ciamation extending export control to all articles. He says that domestic needs must first be met, and afterwards sanc- , tion will bo given for exports to neutrals, providing the enemy does not benetit directly or indirectly. MORE GERMAN PLOTTING. ATTACK ON /.MERICA INTENDED. Wa-diington, Aut. 27. Mr. Lansing announced that the Government has procured evidence that Uurluany had planned war against the Imitied States after the conllict with the Allies. The evidence is confirmed by Lord Robert Cecil's statement of German plotting. Mr. Lansing refused to give details.
