WAR LOAN DAY BY DAY.

It is a very satisfactory sign that, so far, the early subscriptions to the loan exceed in proportion those rcceive-i during the same period of the successful loan of last year. The latest figures show the total received exceeds £fs:if'.000, plus JSiS'J.OWI of which .t.'SO.UOO is to be subscribed Iry the State Tire Oliiec. Xo doubt, other insurance office? will follow suit. There is thus a total of £BIO,OOO definitely ascertained. The question has been raised as to whether the Government wishes saving bank depositors to invest their money in the war loan as, in any ease, the money is at the Government's disposal. The answer to this is that us investment in the war loan fixes money for a definite period of years, and in the savings bank it is at call by depositors, it will be helping the State belter by investing in the war loan. Quite a number of enquiries have been made as to the nature of the inscribed stock. Jf an amount is invested in inscribed stoc-k there is no bond or debenture issued, particulars of the amount invested being recorded by the registrar at the Treasury, and interest being paid on warrants issued by the Treasury half yearlv. The advantage of inscription is that the public who invest have no document which can be lost or stolen, and the transfer of stock by gale to any other person can only be effected by the holder giving a written notice of transfer to the Treasury. It is iintended to issue to those requiring it a ■certificate which will indicate the amount inscribed, but this document will .not be of any value other than as an indication of entry in the Treasury books. It could not be .used by any person into whose possession it might come improperly, as stock can only lie transferred on sale after proper notice has been given to the treasury.
