THE CZAR'S EXILE. Copenhagen, Aug. 10. The ex-Czar and his fa nily have been exiled to Tobolsk, Siberia. London, Aug. 10. An Exchange telegram from Petrograd states that the ex-Czar has been conveyed to the pmrimonnl estate near Kostroma. (Kostroma is 300 miles north-east of iloscon, sufficiently remote to prevent intrigue, while not so distant as Siberia.) DELEGATES IGNORED IN ITALY. Rome, Aug. lb'. Four Russian Soldiers' and Workmen's delegates, who were recently in London and Paris, are now in Italy. They are ignored by the Government and the r-eople. OFFICIAL MESSAGE. Received Aug. 17, 9.20 p.m. London, Aug. 10. Wireless Russian official: The Rou.manians, for strategical reasons, withdrew towards Soveja, taking up a now positiou. They repulsed attacks in the Smchitza valley. The Germans renewed the offensive in the direction of Focsani, and the Russo-Rouumnians retired north-eastward.
