Every man, woman, and child in j;he dominion has a prime necessity, a need that etands firm before ail others. The Empire has also a prime necessity now it has entered on the fourth year of a 'war, the speedy termination 01" which in the one and only way that -will be of service to the world at largo" is so fervently desired. As with the individual, so with the nation, the prime necessity is money. If, in tho case of a. unit, food, clothing, and equipment for the daily task 13 of the utmost importance, how much more urgent is it that our armies, wherein our kinsfolk and friends are serving, should bo adequately provided for not only in food, clothing and equipment, but in munitions and other adjuncts 01 military operations such .as transport and pay? All this means money, so that the prime necessity of the time mono}'. That is why the Government of Xow Zealand is issuing another war loan locally, to which it should be a duty and a privilege to subscribe. This loan has been so arranged that all classes can contribute thereto according to their ability, from £1 to a million or nioro. Tho terms of the loan are advertised and it should be remembered that subscriptions thereto are not gifts but investments bearing interest. The war cannot be won without money, so that' there should be no hesitation in recognising that the prime necessity of the day is the war loan, and this recognition entails the obligation of all members of the community to do all in their power so that its. success will bs assured. Those who subscribe at once arc doing the greater service. The money I*3 urgently needed and should be provided without delay.
