OPENING OF COMMISSION. ' MAGISTRATE DECLINES TO PROCEED. By Telegraph.—Press Association. Auckland, Yesterday. The Royal Commission with regard to the charges by the Rev. Howard Elliott, alleging that circulars and correspondence relating to the meeting of the 'Protestant Political Association were delayed or tampered with while going through the post office, was opened before Mr. Bishop, S.M. The Premier had intimated that the censor officer could state what was done with any document after it passed through his hands, but could give no reason for censoring any documents or correspondence.

The magistrate said he would not proceed with the inquiry until he had more definite orders showing his powers in relation to the censor, and he adjourneii the inquiry sine die to get definite instructions.
