London. Actmt 12. In the House of Lord* the Lord Chancellor expressed the opinion that Germany's submarine method* were absolutely illegal. Although international liw was suspended it was not dead. When the Allies dictated peace ternm they should insist that Germany's corrnands Should not be a defence to on* who perpetrated piratical outrages and the persons should meet the fate of pirates.
