NEW PLYMOUTH BOROUGH COUNCIL.

WORKS COMMITTEE MEETING. The Works Committee of tho New Plymouth Borough Council met last night, there being present: The Mayor (iMr. C. H. Burgess), Crs. F. J. Hill, W. ]'\ Short, E. Griffiths, R. J. Deare, G. W. Browne, J. Clarke, AV. A. Oollia, and J. W. 1-layden.

SANITATION SUB-COMMITTEE'S , REPORT.

The Sanitation Sub-Committee (the Mayor and Crs. Clarke and Browne) recommended as follows:

1. That in regard to the by-laws relating to fowl houses the inspector be instructed that where in his opinion unsanitary conditions exist, or where the position of the fowl house is such as to bo likely to cause annoyance to neighbors adjoining, the fowl house should bo removed. In cases, however, where no nuisance exists, and the by-laws, with the exception of that requiring the fowl house to he erected a certain distance from the boundary fence, aJe substantially complied with, tho inspector should submit to the Council recommendations that such fowl houses be permitted to remain during the pleasure of the Council, subject to siiclt conditions as he shall therein set forth.

2. That the inspector be instructed to enforce the by-law requiring a permit to be taken out for the erection of fowl houses (no fee is charged for the pertuit).

3. That the inspector's and sanitation department be separated from the borough engineer's department. That Inspector Day be chief inspector, reporting to the Council through the town clerk. '4. That in regard to his position as building superintendent, Inspector Day remain under the direction and control Of the borough engineer and report &> him direct. The report was adopted.

SEW TRAM CAE. The Mayor stated that an offer had been received from an American (inn to supply a new large car for the tramways, truck and electrical equipment, and it was for the Council to decide whether it should be purchased, instead of the smaller ear originally intended. Cr. Clarke moved (hat the larger car be purchased. The price was £I4OO. and allowing £3OO for extra pans the total cost would be £I7OO. That would leave £BOO short in the amount allocated for the purpose in the tramway fund, but the erection of a shelter-shed could be postponed. They could always build a shelter-shed, but they bad nonv an opportunity of getting a largo car, and they might not have that opportunity again.

The Mayor said it was impossible at present -to get a car from England.

Cr. Griffiths seconded the motion. There was no doubt, they were short of ears, and their weekly returns showed that the traffic was increasing. It was probable that ii they waited a year they would not be ablo to get a car at all. In reply to Cr.'Collis, the tramways engineer said the body would be buiit in Xew Zealand, by the same people who had built the' others. Cr. Colli* said he had only asked the question because visitors to the town generally expressed the opinion that the. present cars were of a very good type. The motion >was carried, and the matter of drawing specifications for the body was referred to tho engineer and the. tramway committee,

GENERAL. The New Plymouth Fire Board wrote in connection with the proposed sale of the old five brigade site to Mr. A. B. Witldio, that it was immaterial to the board iwihat was . done so long aa the purchase-money was applied to reducing their liabilities. They asked the Council to expedite the sale, as the board was losing interest on the purchase-money Without any gain accruing to anyone, while the purchaser was without his title deeds.- On the motion of the Mayor it was decided to agree to the transfer of the property. The vestry of f>t. Mary's Ohuroh wrote stating they had decided not to instal any e.lectrit motor for their organ, for the present, at anyrate.—Reply to be sent lha't ti;e Council regretted that no reduction could Ijo made in the water fate, as requested by the vestry. The Citizens' Baud wrote that neighbors objected to their new b'androom being built on the front part of the section granted by the Council. They therefore asked the Council to lease them Lhe ,:alilt' area on tiie Leach Street frontage.—Agreed to. The Napier Borough Council invited co-operation in urging the Covernm-ent to take over the control of all food supplies.—No action taken, the .Mavor remarking that it was rather a, large question to discuss.

. It w.ls resolved to call tenders from local firms for the printing of the Council's annual reports. The meeting then proceeded to consider tlie draft of revised by-laws, as •submitted by the solicitor.
