GOVERNMENTAL REFORMS. LORD ISLINGTON'S SCHEME. AUSTRALIAN MODEL SUGGESTED.
Received Aug. 10,12.30 a.m. London, Aug. 10. lord Islington, speaking unofficially t* Oxford, outlined a scheme of Indian reform on bold lines, based on decentralisation, and aiming at a federation of psjf-governing States, with a central Authority controlling national matters, tad resembling the Australian Commonwealth. He proposed the creation of •elected local bodies, with taxing pow«r», for controlling local matters; also tat hiding over to the Provincial Government of matters such as police, agrifoßnre, public works and industries, each province working out its own redemption. He suggested that such a government should consist of a governor, two European and two Indian executivo councillors, the latter being properly representative of the various classes of fodian society.
