A NEW SCHEME. Received Aug. 5, 5.5 p.m. London, Aug. 4, Official.—Lord Rhonda has invited the ltoal governing bodies throughout Great Britain to appoint food control eommittftM in order to administer the new scheme of sugar distribution, under which retailers are required to register the sugar cards issued to the public. The committees are also requested to continue the food economy campaign, and to deal with other foodstuffs, including meat and bread, and to enforce the fixed food prices.
