The Morning Post's Tientsin correspondent states that southern reports indicate that Sun Yat Sen and other extremists plan to establish a provisional government at Canton. The movement is not arousing any enthusiasm. NAVY SUBORNED BY GERMANY. Tokio, July 27. , . The Germans spent £300,000 in suborning the Chinese navy. Its defection makes it difficult for the Pekin Cabinet to declare war on Germany.
