The newspapers comment favorably npon Lard Derby'* proposal that recruiting be entrusted to civilian departments. There «ra< a renewal of the belief that medical examination- under the War Office had proved so defective that the system wai becoming dangerously unpopular. The civilian tribunals are already largely re•poneible for a section of the recruits, K> that the reform is less a revolution than appears at first sight. When the War Cabinet approves of the number of men whom the War Office demand, civilian bodies will be called on to find the men. medically examine them, and semi them to the depots. The committee in charge of the medical examinations has already pronounced in favor of entrusting recruiting to a civilian department. bat Lord Derby dramatically intervened and Mi.ajfested that the recommendation ♦hoold tw carried to the farthest limit.
