SHJFBUIIJDIXG PROGRAMME. Sew York, July 10. The president of a shipbuilding company has announced that the company has contracted to build forty to one hundred ships for a European ally, costing 15,000,000 to dollars. He refused to give the name of the contracting Government. General Goethal*' final plans for ship construction provide for 448 wooden and 477 steel vessels—a total of 4,471,000 tons —besides taking over 1.600,000 tons of shipping being privately constructed. The total, with the present merchantmen, will g' v e America nearly 9,000,000 tons Tithin two years. The shipyards will remain under their present management with Government supervision.
