A PATRIOTIC PARTY. Capetown, July 12. The South African Party Congress, mainly composed of Dutch, carried by acclamation a resolution emphatically approving of the Government's war poi'iev, and the grant of a million pound* to the Imperial Government, urging ihe retention of Gsr.nan South-West Africa and expressing the proud satisfaction at the appointment of General Smuts to the War Cabinet.
