ADVICE TO NATIONALISTS. Capetown, July 2. Mr. Hertzojr, in a letter in the Dutch press, liopws that the proposed Eepnblican Congress will be abandoned. Its abandonment will prove that the Nationalists respect the feelings of the English-speaking South Africans, and that the suspicions, regarding the honorable intentions of the Nationalists are unfounded.
