Count Karolyi, in a sensational speech, .declared that Count Tisza was chiefly responsible for the war, tut the financial and industrial circles were also blameworthy. These factors were now preventing peace, and he demanded the instant dissolution of the Lower House, so as to smash the Tisza party and assist the democracy to victory. Count Karolyi does mot attempt to conceal his pro-Entente sympathies. The agitation, which is practically antiGerman, , is creating consternation in Hungarian Government circles.
