MAYOR'S RULING UPHELD. Timaru, June 13. At a meeting of the Waimatc Borough Council on Tuesday night an opinion was'received from Mr Martin, counsel to the Municipal Association, to the effect that the Mayor's action in "censuring" a councillor was quite legal and that the record of it cannot he expunged from the minutes, also that a subsequent meeting of councillors after the Mayor had declared the meeting closed was not legal and that the resolution passed protesting against the Mayor's action could not be properly inserted in the minutes. The opinion confirms the Mayor's action oil all points. The council's own solicitors had been asked for an opinion also and this differed in toto from Mr Martin's, but the latter's speciality being municipal law his decision waß accepted.
