Mr. Samuel Gowners, president of tlie American Fcderaffion of Labor, has ca'bled to Mr, Duncan, Lafoor delegate on tlio American mission to Russia, advißing him to attend, if invited, tiw conference at Petrogrnd, to consider the advisability of calling a world congress of socialists and trade unionists.
Mr. Gotnpors continues: "Of course. you will insist upon tho acceptance of the fundamental principles of democracy for every country, also the necessity for all the people in each country living their lives and working out their own destinies. America entered the war in order to safeguard these principles. American labor will fight for the destruction of_ autocracy and the victorious establishment and maintenance of democracy. THE LIBERTY LOAN. RAPID BUILDING OF SUBMARINE "CHASERS. - Received June 16, 1.16 a.m. Washington, Juno 15. It is estimated that the Liberty Loan of 500,000,000 will be over-subscribed. The Navy Department has announced that more than triple the number of submarine chasers are expected to be ready by August, while several hundred will be in service by January, a month ahead of schedule time, Mr. Lansing has been officially advißed that the Japanese mission to Russia wlil be headed by Kakujiro. An additional 25,000,000 dollars have been loaned to England, making a total of 500,000,000 dollars. The total loaned to the Allies is now 843,000,000 dollars.
