I THE ARMY IN POWER. REACTIONARY ELEMENT DISCONCEKTED. Madrid, Julie 13. The resignation of the late Government really means that the effectivopolitical power is passing rrfto the hands of the so-called military committees of defence, which has demanded radioal changes in army administration. The late Government's effort at compromise was partially successful. The present problem consists in satisfying the military demands without sacrificing the remnants of the constitutional regime. The reactionary elements who have hitherto been relying on the army are disconcerted to find the army suddenly emancipated from their control. The military committees of defence originated in widespread dissatisfaction at the system of favoritism in promotions. The movement is generally popular, but the clericals and Germanophiles are endeavoring to minimise its importance.
