THE TAXATION SYSTEM.
GRADUATED TiXCOME TAX ■ \ ADVOCATED. The Auckland Chamber of Commerce Council adopted the following report by a sub-eomunttea on the question of taxation:— (1) Having r?£rard to the progressively heavy finanoial commitments of the Dominion, this sum-committee is stroiurly of opinion that the time has arrived for devising an equitable and elastic "ij'i'.tem of taxation, based upon the ad-. justmniit of the load to the relative ability oi' i-u-h taxpayer to bear it. (2j '! 'hat the present excess profit tax is anomalous in its incidence and too, limited in its scope. (3) That the graduated land tax is the simplest, fairest, and most elastic form of taxation that can be devised, and is capable of yielding the largest amount of revenue with a minimum of ■friction. The chamber suggested that a provision similar to that in the British tax should he included, namely, that if profits after the war fall below the standard, allowance should 'be made.
