COALITION PROPOSALS FAIL. Ottawa, June 7. Sir Robert Borden announced to Parliament the failure of his negotiations with Sir Wilfred Laurier to form a Coalition Cabinet, and read correspondence in which Sir W. Laurier explained that he' was unable to agree to proposals which comprise'd tne formation of a Coalition Passage of a Conscription Bill, ftnd an appeal thereafter for the country's sanction.
