COALITION PROPOSALS FAIL. Ottawa, June 7. Sir Robert Borden announced to Parliament the failure of his negotiations with Sir Wilfred Laurier to form a Coalition Cabinet, and read correspondence in which Sir W. Laurier explained that he' was unable to agree to proposals which comprise'd tne formation of a Coalition Passage of a Conscription Bill, ftnd an appeal thereafter for the country's sanction. Members made no comment, but cheered Sir Robert Borden. It is likely there #fll "be a split among the Liberals, as a J large section are in favor of conscription. Ottawa, June 7.
