Balfour wa9 accorded, a great reception by the Canadian House of Commons and Senate this afternoon.. Comparing tlie Empire with the Central Powers, lie said the British Dominions were bound together by ties of love, whereas the Oman States were bound by fear. Without lemocracy the British Umpire would be uankrupt. Canada was a worthy example of the constitutional freedom which was the invention of the British rare. There' was no question that the Dominions, -with their Allies, would reach a triumphant end of the war. Differences of opinion would be found in every democratic administration, but patriotism would remove all tlift difficulties The democracies in and outside the Empire would emerge, from the struggle'strengthened in their inuer life.
