The Daily Chronicle's Milan correspondent states that Count Tisza' downfall is the resvlt of the Emperor's refusal to accept his Reform Bill, which proposed to extend the franchise to 30,000 men only, which the Emperor realised was ridiculous. Count Tisza held sway dver the Hungarian Chamber by a compact majority of 300, mostly bribed. CZECHS DEMAND A CONSTITUTION. I ALSO AMNESTY FOR POLITICAL PRISONERS. OUX<}ARIAN .CABINET. Some ISO prominent Czechs, authors and professionals, liavo issued a manifesto to the Cteeeh Deputies insisting on their obtaining a constitution and guarantees. It declares that many Czech representatives have been imprisoned and even condemned to death. It also demands an amnesty for all political prisoners. King Carl gave an audience to the Hungarian Opposition leaders. The latter suggested that General Archduke Joaef should be entrusted with the formation of a Cabinet. (The Czechs are a Slavio people settled in the extreme north-west of the AustroHuhgarian Empire.) ~ j-. DOMINION'S PART. HONORS FOR NEW ZEALANDERS. MILITARY HONORS BESTOWED. Dunedin, May 20. Sit James Allen has received advice that the following New Zealanders have been awarded military honors:—Extra bar to Military Modal, 21/1362 Private Kennedy; Military Medals to 3/410 Private HaWke and 11/HlO Private Bliss. NO DELIVERY OF PARCELS. 9>unedin, May 26, , Sir James Allen has received from the High Commissioher a report with reference to assistance forwarded to British prisoners of war in Turkey and Ger-i many. Sir Thomas Mackenzie states; ''.l have received a copy of a report from the American Ambassador at Constantinople on the subject of supplies to British prisoners of war in Turkey. Considerable consignments were sent, to Afln, Karahissar, Angaria, and Bilem-, dil .Pozanti, i whMe the majprity of our' prisoners are interned. The following New Zealand prisoners in Turkey have been transferred to Constantinople:— Trooper J. C. M'Lennan (Au&tland Mounted Rifleß), Private Norman Steel (Wellington Battalion), and Leading Stoker Archibald Wilson. Letters and acknowledgment have also been received from Private Norman Steal, Private O. P. Monk (Wellington Battalion) and Private R. Surgenor (who is very ftt). , Communications have been received from ' prisoners in Germany during the last fortnight, and the experience of all Prisoners of War Associations indicates serious irregularity with regard to deliv- i ery of parcels. The only acknowledgment since last repjort is from Private A, S. Monteith." . .
