London, May 24. The executive committee of the Irish Unionist Alliance met in Dublin and approved Lord Middleton'g letter to the Premier. It is taking steps to lay the proposed convention before the Council of the Alliance. A meeting of Orangemen at Monaghan resolved that they were willing to discuss Irish questions with the Nationalist's, providing Ulstermfen's rights as citizens of the British Empire were protected. . ; BALKANS.
