At tlie first congress of ttie army and navy officers, General AlcxielT, who was presiding, said it was true the copntry was endangered owing to dissensions and mistrust, but the officers and soldiers of the Russian army should be seized with the fatal importance of the work at the front. He exhorted the officers to return to tbeir regiments and restore discipline, so as to make the army again capable of victory. CHINA ENDING THE DEADLOCK. NEW PREMIER AND CABINET.
