The New York Sun's Some eorrespondeiit states that peace proposals have Wn secretly by the Central Powers; through neutral diplomats in Switzerland. The representatives pointed mit that peace would prevent resort to snrh desperate measures as the devastation of occupied territories, the death of prisoners, t.iie death and starvation of non-combatants, whom it was impossible to feed. The allies unconditionally rejected the proposals, stating that peace '.vh3 impossible unless it was sought publicly on acceptable terms. The New York Sun's London correcpondent questioned a high British authority, who did not admit the accuracy of the stor.v, but said such a move was li'.;ely to be made at any time. NEWFOUNDLAND. CONSCRIPTION IMPENDING St. John's, May 22. The Newfoundland Government is introducing a Selective Conscription Bill on May 28. CHASTENED MINERS. NOW WORKING FUU. The "go »low" policy of the coal-minera has given place to their bast efforts, with the result that records have been established for the number of men how employed, so much so that last week, owing to want of shipping, enforced idleness resulted in boij/b mines, The miners' delegates returned from the Wellington conference and met their unions at Blackball, Pftparoa, and the State mines. After deliberation it was resolved to accept separate Agreements between each mine-oiyner and its union until after the war.' This means that soparato unions will act outside the Federation. At the same time delegates i are reported to have informed their unions that the' federation executive trust the individual unions will arrange terms without any further strilfes. i It is plain from tins that the bulk 'of the miners have taken definite steps to show their loyalty, and are determined that the country shall not' be held up for want of coal.
