WORKERS' COUNCIL'S DECISION. TO JOIN OOALITION GOVERNMENT. Received May 16, 5.5 p.m. New York, May 15. The United Press' Petrograd correspondent states that the Council of Workmen and Soldiers has decided to enter the Coalition Government if M. Miliukoff is excluded. APPEAL TO THE SOLDIERS. COUNCIL OF WORKERS' BECOME PATRIOTIC. ' ' Petrograd, May 15. The Council of Workmen's and Soldiers' Delegates lias issued an appeal to the army not to forget that if the work of the revolution in Russia is destroyed the loss of a free Russia will be irreparable. IS is evident that the German Imperialists, after defeating the western Allies, would turn on Russia, seize the country and enslave the Russians. The Council urges the soldiers nob fb renounce the offensive, and warns them against the enemy traps of fraternisation. Peace is unobtainable by separate treaties or the fraternisation of isolated units This will only lead to tihe loss of the 'Russian revolution. The delegates have also issued an appeal to Austrian and German Socialists not to permit their Governments to take advantage of the present situation in Russia to concentrate more troops against the Ariglo-French with the idea | of crashing Russia later.

General Gurko, who has been commanding the armies on the Western front, and General Brussiloff, commanding the southern group of armies, have asked to be relieved of their commands. A further two hundred are expected. The exiles declare that they intend to .work for peace. DISLODGING THE KURDS. London, May 15. A wireless Russian official message eays that ,in the rugioh of Kellcrk and Amaikbab?, southward ot Erzingan, counter-attacks dislodged' the Kurds from the trenches they occupied on the previous day.
