London; May S. - The Rumanian I Parliament, which meets on the 7th at Jassy, will vota on the question of constitutional reforms. 'Henceforth the Chamber will bo elected by universal suffrage, secret ballot, there being proportional representation. The electors have been increased from to 1,-200,000. The Senate will be comDosod of elected hereditary senators.
Nearly ■0,000,000 acres will be placed at the disposal of the peasantry, chiefly by the expropriation of private orders aiid Crown domains. Peasant holdings will then be increased from 53 to 85 per cent, of the cultivable area. The King insists upon sacrificing the Crown lands.
