' The Times correspondent at Madrid says that the average Spaniard has . shown: himself definitely, sincerely, and incurably neutraLj He thinks that Germany is not likely to be so badly beaten as to be unable to take economical and , political reprisals after the war. Mr. Hamilton Fyfe,-special correspondent of the Daily Mail at Madrid, writes ■ that although the sinking of badly-need-ed coal ihips haß exasperated the Spaniards, flo party now proposes intervention." Even the pro-Ally Progressives do not believe that Spain would be able effectively* to help in a military sense. They also fear the result of internal dissension. Workmen's associations are preparing a revolutionary strike, because they resent! the Government's recent inauguration of military despotism. Continued sinkings of vessels by submarines will compel T.rmy industries to Cease operations, and will thus intensify the sufferings of the poor, and precipitate a crisis. Disastrous troubles arc endan- ;; gerjng the monarchy. Some Spaniards think the troubles are due to German v agent?, who are endeavoring .to force Xiag Alfonso to make fresh peace pro- ' posals.
