Miliukoil appeared on the 'balcony of tho palace, arid in a dramatic, midnight addresß to an excited crowd in the square, said the Government was not going to allow Russia to betray her allies. .Russia would never consent to a separate peace. Tho Morning .Host's 'Petrograd correspondent telegraphs that the German policy as regards Russia's internal development has notably changed. Apparently they regard the Stokhod attack as a psychological mistake, despite a Russian army corps being wiped out, because tho consolidated army has checked the growth, of revolutionary principles therein. A German attack on Petrograd may be regarded as postponed for tho present), in the hope that, political ferment will produce a more favorable situation later. Meanwhile, a host of German agents are working for the same end, tho Anglo-French activity in the West being a contributing factor to Germany's inactivity in the East. Already she has withdrawn 17 divisions, and, in any case, Russia will not be caught unawares on the land, despite the political ferment, because the belated thaw is causing exceptional floods, rendering operations impracticable on the several fronts.
