GERMAIN'S OFFER WORTHLESS. Washington, May 2. The emissaries of the Allies indicate that if Germany fives'up her Eastern ambitions anil abandons the ©erlinBagdad railway idea, the Allies may consider her overtures for peace. It is unlikely, however, that Germany will make any such offer. The Western concesiaons are regarded a3 worthless. i Mr 'Lansing warned the United States that the submarine situation is undoubtedly serious.
