The Petit Parisien reports that in an interview, Count de Romanones, exPrime Minister of Spain, said:—"We are neutral, but we are blockaded more than Britain. Our vessels are unable to sail, and business , paralysed. It means '.'uin, and while ruining us the Germans are carrying on a propaganda in ou. midst seeking to frighten us with the horrors of war. The time has coine when t.ory man must give his vote for and take part in the European conflict. In resigning, I voted for France."
