POLICY OF KING CUAKLLS. BITTER DISAPPOINTS li.\ X. I Received April 22; 5.5 p.m. Amsterdam, April 21. The Austrian crisis is tiie result of King Charles deciding not to proclaim German the State language in Bohemia, and to constitute Galicia an autonomous state, thus removing the Galician deputies, assuring u German majority in the Austrian chamber The Germans are most bitter over the Failure of the scheme and accuse King Charles of betraying the Germans. The general belief is that King Charles is now convinced that the continuance of his pro-German policy would render impossible any further peace, negotiations with the democratic regime in Russia. King Charles °;ave an audience to a deputation of German Parliamentarians, and promised shortly to convene the Reichstratli as (lie resumption of Parliamentary life is of extraordinary importance at the present moment. Three of the chief Austrian trade unions, have notified the Government of their fullest sympathy with Count Czernin's efforts towards peace.
