Fifteen thousand Mexicans are reported to be marching towards the border. , Reuter Service. The Mexican Senate defeated Carranza's neutrality bill after n fiery debate, and favors entering the war as Germany's ally. Yast sums have been spent to convert members of the Mexican Parliament who favored the United Statco. More troops have been sent to the American border. BRITISH COMMISSION,
PATRIOTIC PREPARATIONS.
Now Yi.-k. April 17. Elaborate patriotic preparations are being made to entertain Mr. Balfour and the other commissioners.. The Mayor, of New York has appointed a distinguished committee headed by Mr. Choate. Beautiful private residences have been placed at the disposal of the commissioners at Washington, averting hotel publicity. The Navy Department, particularly is awaiting the arrival of the naval numbers of the commission, It intimates that there will be a discussion of antisubmarine measures and the speeding up of food shipments for the Allies. Received April lfl, 1.40 a.m. - Washington, April 18. Mr Balfour's party includes five officials representing the Foreign Office, five of the blockade, two of the Admiralty, one of finance, two of munitions, four of the War Office, and one for wheat. New York, April 17. The New York Times' Washington correspondent predicts that the British Commission will urge that power be given to round up the Britishers in the United States. GERMAN SUBMARINE. PRESENCE CONFIRMED. INTENSE EXCITEMENT. _ Washington, April 17. An (i.o.my submarine r.rrd a torpedo at an American patrol boat, but missed . Recent regulations have made barred zones in the principal harbors, and it. is believed they are sufliicent. to safeguard New York and other cities from bombardment. Little depredation is expected, anil there is full confidence in the navy's ability to discover the secret base if. one exists. GUBMARINE'S MISSION. The newspapers suggest that the German submarine's visit is connected with an attempt on the lives of Mr Balfour, General Joffrc, and M. Viviuni, whoso departure from England was probably known in Germany. The State Department does not officially know the date of the arrival of Mr Balfour and the French envoys. Previous reports were erroneous. London, April 17. Deputy Kardien proceeds as 'High | Commissioner to the United States with plenary power to co-ordinate all technical measures.
